Pallas Sophia University has an impressive collection of Imperial Watermarks from across several systems, and a few from different empires as well. Legal students, criminologists and, alas, would-be forgers make frequent use of this controversial resource. It is heavily regulated by the Bureaucracy, even more so now that Duke “Little Val” Valencio, an open supporter of the bureaucracy’s chief adminstrator, Jurek Reyner, has taken over Pallas Sophia.
Students, faculty or visiting professors who use the Watermark Library have to undergo an extensive series of examinations and each has to be approved by multiple departments of the bureaucracy. Each mode of access to the Library is heavily monitored and both security and support staff are heavily supplied by the Bureaucracy.
Still, the Empire and Pallas Sophia maintain a friendly agreement about the continuing existence of this dangerous resource. The bureaucracy has turned a blind eye to a few abuses in the past and the university is always willing to add one more restriction, or limit access to certain individuals altogether, at the merest whim of the Empire’s paper-pushers.
